I have HDR TV but my PC doesn't support HDR (old) so I still can't run HDR content. Also doesn't HDR make everything super bright, not dark lol.

well also just the fact that the file name doesn't say "HDR", so SDR it is. As for 10bit I think that usually goes with 2160p.
