Go to folder -> \Engine\Binaries\ThirdParty\Steamworks\Steamv154\Win64 and open steam_api64,ini file f.e with Notepad. Change line Language=russian... f.e. into Language=english. It's working with many other languages. Then save the file. Now the game will be still in English (mean sound) but menu and subs in English.
