It has a maximum bitrate of 4188 kb/s. However, there may be some portions of the movie that dip to 448 kb/s. Basically the bitrate is not constant.

That's because Dolby Vision is an enhancement layer that goes on top of the 4K video layer, in a nutshell. It's alot more technical and in depth than that but it's standard for DV to be 1080p.
