If they`re hardcoded then you can`t as they are burned onto the print:-(

If they are additional (you can turn them on and off) then you can do it with MKVToolNix:D

Grab that and install the gMKVExtractGUI that comes with it >>>  then open it and Drag`n`Drop your movie into it.....it will then list your Movie, Audio and any extras that come with it (pictures, covers etc)
Check the box(s) for the subtitles you want to extract and hit EXTRACT  (Bottom right of screen)...then wait until it pings you that it`s done:-) ...it`s pretty quick so it won`t take long:D

Toolnix is a great program.  They also recommend a stand alone extractor called  Inviska

if I got it right, there is also another program, very small and easy, the SubtitleEdit. As B4ND1T69 said, if they are "burnt", you can't extract them, as they are assimilated into the video file. But if they are not, then you can use SubtitleEdit to extract the subtitles very easily either from MKV files, but also from MP4 files, as i have done many times, in order to translate them.

Simple best thing is just demux the subtitles using eac3to (newly version)
this is best option of all
other tool will just make thing complex

With SubRip (and a lot of patience...) you can scan hardcoded subtitles using OCR and generate a .srt file.
The program works only on Windows, here you can find: https://sourceforge.net/projects/subrip/

So i get .sub files with Inviska-MKV-Extract, but now i'm stuck there doing it all on a (old)MacbookPro,
i need to convert .sub to .srt before i can use a translator to convert them to Dutch or English,
I guess it's easier to do this all on a Windows PC ?
With some "online" converters i run into (old) Mac OS problems,(new safari browser needed)…. because othewise some of my favourite software won't run anymore

It really is a great program, it would be great if whoever created the app for Linux implemented it together with mkvtoolnix-gui, in pop-os manjaro and ubunto
