Il penitenziario gestito da Steve Abnesti sfrutta un sistema sperimentale: non ci sono né sbarre né celle, ma i detenuti, in cambio di una sentenza ridotta, accettano di farsi impiantare un congegno elettronico nel cervello che somministra farmaci e in questo modo controlla il loro comportamento. I farmaci possono servire anche a correggere specifici lati del loro carattere, rendendoli persone migliori, con il loro consenso e sotto loro esplicita richiesta. Quando due detenuti cominceranno però a stringere un forte legame, il loro percorso di ribellione metterà a rischio l’intero sistema…
